Apparently bureaucracy knows no boundaries. Witness poor Anya who is only permitted to "teleport for official business..[and] I have to file a flight plan." Jadxia78 took this simple statement from BtVS "Same Time, Same Place" and ran with it. The result? Anya's completed TFP-WF (Teleportation Flight Plan - Wish Fulfillment) which ends up in the hands of Doris, the hard-ass ex-social worker, who now works for the DMV. And the scary part? How normal and ordinary it all seems.
